Bush proclaimed Thursday that he plans to lift some trade sanctions currently in place against North Korea, and remove the nation from America’s terrorism blacklist–actions quite different than the days when he branded the communist regime a part of the “axis of evil.”After much diplomacy, North Korea finally handed over an account of its nuclear program to Chinese officials today; the step is held as key to that nation’s denuclearization process.Bush stated that his administration would do away with some North Korea trade sanctions now in place under the Trading With the Enemy Act, and inform Congress that, within 45 days, he hopes to remove North Korea from the State Department list of terrorist nations.Bush claimed that the message to North Korea is, “We will trust you only to the extent you fulfill your promises. I’m pleased with the progress. I’m under no illusions. This is the first step. This isn’t the end of the process. It is the beginning of the process.”There’s actually a deeper, more obvious message: Diplomacy works, even when it is employed with a nation whose government often is confrontational and secretive.
